The UNHCR Green Fund is in the final stages of preparing the first round of a tender to finance, build and operate solar plants at up to ten (10) UNHCR sites located in Kenya, Ethiopia and Uganda, with an individual project size ranging from 60kW to 500kW and an estimated total solar photovoltaic (PV) capacity of up to 1,800kW. It is anticipated that each new PV system will be installed in combination with batteries and/or residual diesel generation. All sites will include diesel backup. Bidding companies will be expected to bid on all the sites eventually selected for the tender.
This tender will be run as a two-stage process and is scheduled to launch in November 2020 with an initial Expression of Interest (EOI). The EOI will include pre-qualification criteria and is intended to lead to the selection of the prospective bidders that will be invited to participate in the second stage, the formal solicitation process. The EOI criteria will focus on the experience, expertise, capability and financial resources required to execute the envisaged projects. The EOI stage will be followed by a Request for Proposal (RFP) with the pre-qualified bidders, which is expected to begin in early 2021. Bids by consortia will be permitted, subject to specific qualification criteria.

3 years of experience in working in humanitarian settings on household energy access, and market-based approaches, e.g. energy kiosks;
3 years of experience of collecting and analyzing quantitative and qualitative data from small to large-scale sample surveys baseline/ feasibility studies in the energy sector, particularly in the context of rural and displaced populations;
3 years of management/leadership experience as a project team leader;
One year of experience in working in remote areas in Ethiopia in Gambella region;
5 years of experience in working with development partners such as GIZ;
Able to provide evidence of producing high quality assessment/evaluation reports in English and complying with tight timeframes.
Expert 1: Energy Expert
Masters’ Degree in energy, electrical engineering, environmental studies or a related field;
Very good business language skills in English and fluency in Amharic;
7 years of professional experience in the energy sector in Ethiopia and 3 years of experience in working in humanitarian settings on household energy access, and market-based approaches, e.g. energy kiosks;
3 years of specific professional experience of collecting and analyzing quantitative and qualitative data from small to large-scale sample surveys baseline/ feasibility studies in the energy sector, particularly in the context of rural and displaced populations;
Two years of experience in working in Gambella region and/or South Sudan;
Able to provide evidence of producing high quality designs for the intended project
Expert 2: Socio Economic Expert
Masters’ Degree in Sociology, Economics, Business Administration or related field of studies;
Very good business language skills in English and fluency in Amharic;
5 years of professional experience in private sector engagement in rural areas and conducting economic feasibility analyses for market-based approaches, considering environmental and social sustainability;
3 years of experience in similar assignments of collecting and analyzing quantitative and qualitative data from small to large-scale sample surveys baseline/ feasibility studies particularly in the context of rural and displaced populations;
Experience in business modelling, business proposal writing and familiar with governmental laws and regulations in establishing private entities (Cooperatives, unions and associations etc);
One year of experience in working in Gambella region and/or South Sudan;
Able to provide evidence of producing high quality reports.
Short-term data collection expert pool with minimum 4, maximum 8 members
Degree in renewable energy (cooking energy and solar), sociology, migration, economics and other relevant subjects;
Significant experience in undertaking desk reviews and field research, data base development, as well as rapid assessments and evaluations in the energy sector in a displacement context;
Proven proficiency in collecting data in sensitive environments, such as displacement settings, and working with MS Office, including excel, and relevant data collection and analysis tools.
Working experience in displacement settings, particularly in Gambella Region.
Firm Experience
At least four experiences of similar types and complexity. The firm is expected to submit the necessary credentials (Experience Letters, Certificate of completions etc) witnessing the requirement.
