State-owned Ethiopian Electric Power (EEP) is inviting expressions of interest (EOI) from qualified consultancy firms to provide consultancy services for the feasibility study of Melka Sedi Thermal Power Project. The EOI is expected to lead to a request for proposal (RFP) for the above mentioned consultancy services from short-listed applicants. The purpose of this feasibility study is to assess the technical, social, and economic viability of the utilisation of the Prosopis Juliflora biomass resource in Afar National Regional State to generate 137.5MW with a new thermal power plant in Melka Sedi, 270 km from Addis Ababa.

The following are the main tasks of the study:

  1. Review local and national government policies towards the use of Prosopis Juliflora for power generation.
  2. Estimate the amount of Prosopis Juliflora biomass supply in Afar National Regional State available for energy production on a recurring basis.
  3. Analyse and evaluate power plant facility operations and practices.
  4. Estimate the cost for a biomass supply chain and describe the infrastructure, equipment, and operating costs required.
  5. Provide life cycle cost analysis using a spreadsheet-based life cycle cost model with discount rate of 10%. The model shall incorporate all technical and financial data and will analyse the cost of biomass generated power over the life of the project.
  6. Outline of the projects' expected financial performance and risks (cash-flow and liquidity analysis) according to internationally accepted accounting standards
  7. Sensitivity tests shall be conducted to identify the project's key input parameters which affect the project's financial parameters most significantly.
  8. Provide estimation of benefits including economic benefits, financial benefits, and external effects
  9. Identify the optimum location of the new Prosopis Juliflora biomass power plant, with two alternative sites, considering the biomass resource location, available road, electrical, and water infrastructure, and environmental, cultural, and social impacts.
  10. Perform a social and environmental impact assessment and provide report.

Furthermore, provide a risk assessment, classified into High / Medium / Low impact, which includes mitigation measures, for the following categories:

  • health risk for the populations living nearby and the work force
  • environmental risk
  • technological and operational risk
  • financial risk
  • risk of insufficient resource supply

Interested consultant/s should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short listing criteria are:

  1. Core business and year in business
  2. Technical and administrative capacity
  3. Relevant experience specific to the assignment
  4. Relevant experience specific to the region
  5. General qualifications and number of key staff

Note: Individual expert's bio data/CV are not required to be submitted with the Expression of Interest. Only summary of educational qualification and experience of available personnel are required.

Interested Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method.
