Ethiopia has officially joined 29 African nations in submitting its Mission300 National Energy Compact, a strategic blueprint guiding the country’s energy sector actions for 2026–2030.

Developed through a broad consultative process involving government institutions, state-owned enterprises, regulators, civil society, and international partners, the Compact sets an ambitious yet achievable vision: 75% electricity access and 57.7% access to clean cooking solutions by 2030.

The Compact is structured around five priority pillars:
1️⃣ Achieve last-mile access to electricity and clean cooking
2️⃣ Expand clean energy infrastructure and reduce costs
3️⃣ Advance regional integration and power trade
4️⃣ Ensure financial sustainability and improve utility performance
5️⃣ Unlock private investment and strengthen institutions

Where Ethiopia stands today:

  • Over 95% of installed generation capacity comes from renewables such as hydropower, wind, and waste-to-energy.
  • Landmark projects like the Grand Ethiopian Renaissance Dam (GERD) and new solar, wind, and geothermal projects reflect Ethiopia’s clean energy leadership.
  • 44% of the population has access to basic electricity (Tier 1+), while 56% remain without access.
  • 92% of households rely on traditional biomass for cooking, with severe health, gender, and environmental consequences.
  • Supply reliability, hydropower dependence, financial sustainability, and institutional capacity remain persistent challenges.

Where Ethiopia is heading by 2030 (Compact targets):

  • Electricity access (Tier 1+): 75% (70% grid, 30% off-grid)
  • Clean cooking access: 57.7%
  • Non-hydro renewables: At least 15% of the mix (up from 5.6%)
  • Generation capacity: 14,000 MW (from 9,761 MW today)
  • Private capital mobilization: $3.06 billion across the energy sector
  • Strengthened transmission and distribution networks

The Government acknowledges that achieving these goals requires sustained public leadership, significant private sector engagement, and strong development partner support. The Compact explicitly calls for concessional finance, blended capital, risk guarantees, and long-term partnerships to drive this transformation.

As both a strategic roadmap and a call to action, the Ethiopia Mission300 Compact seeks to mobilize national leadership, communities, development partners, and the private sector in a collective effort to accelerate energy access and cement Ethiopia’s role as a clean energy leader in Africa.
